Mizoram becomes first to complete digitisation in electoral roll revision

Mizoram has achieved 100% digitisation of enumeration forms in the ongoing Special Intensive Revision (SIR) of electoral rolls in accordance with the instruction from the Election Commission of India 3 days before the deadline sets by the central poll panel.

Officials of the state Chief Electoral Officer (CEO) office said that the digitisation of enumeration form was completed on Thursday evening and Mizoram is the first among 16 states and 3 union territories to complete the digitisation process in the third phase of the SIR.

The officials said 1,301 Booth Level Officers (BLOs) have been engaged in the enumeration process across the state since May 30 and have managed to complete the task before the June 28 deadline sets by the central election panel.

There were 5,59,123 electors in the last SIR of 2005 while the number of electorate increased to 8,75,068 ((4,23,397 male and 4,51,671 female voters) in 2025.

At least 46,434 enumeration forms (5.31%) could not be collected due to different reasons, the officials said. They said out of 46,434 21,194 electors (45.64%) registered in 2025 electoral rolls have been found to be dead while 14,179 voters (30.53%) have shifted from their original places permanently. The officials said that while 2,161 electors have already been enrolled in the ongoing SIR, 8,571 voters (18.45%) are found to be untraceable.

They said that there are 329 people spread across the state who do not want to be included in the electoral rolls due to religious beliefs, especially for fear of being marked in the Biblical ‘number of the beast’ or number 666.
